The term model can be used in a describing or prescribing way. In a descriptive way it is more like a theory.

I will use the the term in prescriptive way, as a design for something. My definition is as follows:
A model is a formalized system of elements that are designed to work together to create certain desired effects, and avoid undesirable effects.
